About DPMU (District Planning and Monitoring Unit)

The District Planning and Monitoring Unit,Jagatsinghpur was constituted by merger of District Statistical Office and District Planning Office vide Govt. Notification No.8429 Dt.29.6.2010 as per the common policy adopted by Govt. of Odisha for all districts of the state. It functioned from 8.12.2010 consequent upon joining of Dr.Kailash Chandra Pani Deputy Director Planning and Statistics as first head of office of DPMU.

Objectives :

  • Collecting, analyzing, updating and maintaining desired district and sub district level data bases generating useful knowledge for local level planning.
  • Providing Secretarial and Technical support to DPC, Panchayat Raj Institutions (PRIs) and 
    Urban Local Bodies (ULBs) for preparing and consolidating local level plans.
  • Assisting DPC in monitoring and evaluating the implementation of development programme.
  • Preparing self of project and DPRs for development programmes.

Composition of DPMU :The District Planning and Monitoring Unit consists of following two cells.>

A. General Planning Cell: It has two wings as detailed below

  1. Planning Wing :-The erstwhile District Planning Office functions as the planning wing of DPMU and shoulders all responsibilities which were shouldered by District Planning Officer.
  2. Statistical Wing The erstwhile District Statistical Office functions as the Statistical wing of general planning cell with its all usual activities. It is given additional responsibility of collecting and processing additional data as will be required by District Planning Committee.

Erstwhile District Planning Officer is designated as Asst. Director Planning whose exclusive responsibility is look into work of planning wing under direct guidance and supervision of Deputy Director Planning andStatistics. Deputy Director Planning and Statistics looks after all statistical work of Statistical Wing exclusively apart from being DDO and head of office of DPMU. Govt. have proposals to strengthen both Statistical and Planning wing suitably in view of the increased work pressure responsibility.

B. Analytical Cell :

This cell which is yet to be created in full swing in DPMU will be responsible for providing high end analytical and conceptual support to DPC as well as to other cell of DPMU.It will consist of experienced Finance Expert, Economist, Micro Planner and Livelihood Expert, GIS Expert, Town Planning Expert and Regional Planning Expert, Accounts Officer and one Senior Accountant. At present this cell is functioning only with three hands like Micro Planner and Livelihood Expert, Finance Expert and Economist. The DPMU functions under direct control and supervision of Collector and District Magistrate.

Function and Responsibility of DPMU

  •  
    1. Collecting, analyzing, updating and maintaining appropriate data base to meet the requirements of district level, block level and Gram Panchayat level planning.
    2. Preparing district development profiles and district atlas at different periods and making inventories of resources available in the different development sector including land, water, minerals, forests, skilled and un-skilled manpower and other sources.
    3. Studying intra-district, intra-block disparities in terms of key social, economic and human development indicators.
    4. Undertaking monitoring and evaluation of various development programmes of different department.
    5. Assisting G.Ps, PS, Zilla Parisad and Urban Local Bodies in preparing and consolidating their plans.
    6. Undertaking monitoring and evaluation of various development programmes of different departments.
    7. Keeping an inventory of Voluntary Organizations and / or resource institutions working in the district.
    8. Extending Secretarial support to District Planning Committee and undertaking follow up action on the recommendation / decisions of DPC from time to time.
    9. Identifying infrastructure gaps, preparing self of projects and developing DPRs for the identified infrastructure projects.
    10. Undertaking such other assignments as may be entrusted to the DPMU or the concerned cell or the concerned official of any cell by the Collector from time to time.

District Planning Committee

DPC is a constitutional body for approval of Comprehensive District Plan (CDP) in the District. This body is constituted of 20 members in which 16 members are elected members including Zillaparishad and Municipalities. Hon’ble MLA, Balikuda-Erasama is the chairperson of the DPC, Jagatsinghpur. Two expert’s members have been nominated by Govt. in PandC Deptt. Collector and DM functions as the member secretary of DPC.

The Govt. has nominated Shri Prasanta Kumar Muduli, Hon’ble MLA Balikuda Erasama, as Chairperson of District Planning Committee, Jagatsinghpur vide their Notification no – 1217/ DPC – 04/2016 Dt. 27th January, 2016.

Comprehensive District Plan:-

Steps have already been completed by DPMU for preparation of CDP 2017-18. Block level workshop –cum-review meetings were conducted in the Balikuda Block on 23.10.2017 to discussed plan relating to 47 District sector schemes. The DPC meeting held on 18.08.2017 in Sadabhabana Sabhagruha, collecotrate building, collectorate, Jagatsinghpur. The proposed outlay for 2017-18 has been calculated as Rs. 38720.87 lakh.

MEMBER OF PARLIAMENT LOCAL AREA DEVELOPMENT SCHEME (MPLAD)

The Scheme was launched by the Prime Minister of India, Mr. Narasingha Rao on 23rd December 1993. The objective of the scheme is to enable M.Ps to recommended works of developmental nature with emphasis on the creation of durable community assets based on the locally felt needs to be taken up in their constituency. Initially, the scheme was started with an allocation of Rs. 5.00 lakhs per M.P. This amount was stepped up to Rs. 2.00 crore from 1998-99. From the year 2011, this has been enhanced to Rs. 5.00 crores per M.P.

Normally works relating to drinking water, primary education, public health, sanitation and roads are given priority in MPLADS. As per guidelines 15% of MPLADS funds is to be spent on works in areas inhabited by Scheduled Caste population and similarly 7.5% is to be spent on works in areas inhabited by Scheduled Tribe population.

Loka Sabha MPs can recommend up to Rs. 10.00 lakhs beyond their constituencies which are affected by Floods, Cyclones, Tsunami and Earthquakes etc. In case of calamity of severe nature, an M.P can recommended upto Rs. 50.00 lakhs in affected areas.Ministry of Statistics and Programme Implementation at Govt. of india level and Planning and Convergence Deptt. at our State Govt. look after this programme.Normally works relating to places of religious worship, recurring expenditure works, office / residential building to Govt. / Co-operative / Pvt. bodies, works involving commercial establishment, repairs / renovations / maintenance works, works for individuals benefit are prohibited under MPLAD scheme guidelines.

MEMBER OF LEGISLATIVE ASSEMBLY LOCAL AREA DEVELOPMENT FUND (MLALAD)

With a view to increasing the participation of Local people and their representatives in planning process which is the main objective of decentralized planning, this scheme was launched by Odisha Govt. in 1997-98. The programme is also administrated by Planning and Convergence Deptt. Of State Govt. The MLALAD fund is intended to be utilized for small but essential projects / works based on the felt needs of local public.All works which are development in nature /non recurring / creates assets for future and benefit public directly / community programme / preventive, curative, protective / productive in nature can be taken up under the schemes.Works which are non developmental in nature / creates future liabilities/ office building / staff quarters / all repairs and maintenance works etc. are prohibited in the scheme.Under the scope of this scheme, small but essential projects / works based on felt need of the local people are suggested by Hon’ble MLAs. This fund which started with 5.00 lakhs per Assembly Constituency reached a level of 1.00 crore per Assembly Constituency during 2010-11.

SPECIAL PROBLEM FUND (SPF)

This scheme was introduced as a State Sector Scheme in Odisha during 1997-98. It aims at taking up small and essential projects of local importance involving special nature of problem in absence of which the development process will remain incomplete. It bridges up the missing links to important social infrastructure as well as construction of new projects which contributes to overall development of community and well being of the general public for which funds are not available otherwise.Hon’ble Ministers, MLA, other public representatives, Sr. Officers of State Govt. and District Collectors recommend projects under this schemes involving special nature of problem based on their visits and their interaction with local public.Normally works of development nature / projects not involving recurring expenditure / assets of community nature / preservations and renovation of ancient monuments and religious institutions are admissible under the programme.Non- developmental works / works creating future liabilities / works benefiting individuals / construction in religious places etc. are prohibited under the programme.

SPECIAL DEVELOPMENT PROGRAMME (SDP)

The State Govt. introduced this programme during the financial year 2012-13 with allocation of Rs. 50.00lakhs per Assembly Constituency. The purpose of the programme is implementation of infrastructure development projects.Under scope of the programme, culvert, cause ways, small bridges, check dams, rural urban roads, anganwadi centers, drinking water supply projects including tube well as piped water supply projects and such other critical infrastructure that full fills the felt needs of the local people.Projects on irrigation including drainage and flood protection, connectivity including B.T. roads/ C.C. roads and bridges, construction of SHG buildings, Community Centers, Completion of incomplete Block grand school building including boundary walls can also be taken up under the scheme. Each project should have the minimum outlay of 5.00 lakhs. However small infrastructure projects needing fewer funds can also be taken up.

CRITICAL GAP FUND (CGF)

The scheme of Critical Gap Fund for District Plan has been introduced in the State during the year 2016-17. The Schemes aims to address the basic rural infrastructure needs as priority with special emphasis on zero connectivity areas, health, drinking water etc.

Statistical Wing

The Statistical Wing of District Planning and Monitoring Unit is functioning in its own building. This office is headed by the Deputy Director (Planning and Statistics) who is supported by a team of technical and ministerial staffs. Besides one (1) Statistical Field Inspector and thirteen Statistical Field Surveyors are working in the field.

Activities:-

EARAS: (Establishment of an Agency for Reporting Agricultural Statistics)

The scheme Establishment of an Agency for Reporting Agricultural Statistics popularly known as EARAS was sanctioned by Govt. of India. The main objective of the scheme is to formulate reliable estimates of paddy crop at CD Block level and other 13 minor crops in a scientific sample survey approach. For this purpose, CD block is considered as the stratum and revenue villages as sampling units. The samples are selected by the method of simple random sampling without replacement with a view to cover the entire district in a period of five years. Under the scope of this survey, crops like paddy, Mung, Biri, Kulthi, Mustard, Potato, Maize, Sugarcane, Groundnut, Til, Wheat, Ragi and Jute are covered. In every Agricultural year 20% of the total villages in every block are surveyed in plot to plot enumeration basis by Statistical Field Surveyors (SFS) and based on these field inputs estimate of area, yield rate and production of above mentioned crop are formulated. The estimates of paddy are formulated at CD block level and that of other 13 minor crops at revenue district level.

Improvement of Crop Statistics (ICS)

The scheme Improvement of Crop Statistics which aims at improving the quality of primary data relating to area and yield statistics of different crops is also being operated in the district. Under scope of the scheme land utilization as well as the crop cutting experiments in a sub sample of EARAS is supervised by the National Sample Survey Organization and State Agricultural Statistics Authority jointly on matching basis. The objectives of the scheme are as follows.

  • To detect conceptual error.
  • To find out wrong identification of survey numbers.
  • To find out wrong recording of land utilization.
  • To detect wrong measurement of field area.

Pradhan Mantri Fasal Bima Yojana (PMFBY)

Rastriya Krishi Bima Yojana (RKBY) otherwise known as Pradhan Mantri Fasal Bima Yojana (PMFBY) is implemented for crop insurance of paddy crop. In this scheme G.P has been notified as the unit of crop insurance and therefore estimation of yield rate of paddy is made at the GP level with the help of the scheme EARAS. As per the decision of State Govt., the field personnel of Statistical wing of DPMU, Revenue Inspectors of Revenue Department and VAWs of Agriculture Department ensure C.C experiments at rate of 4 CC per Grampanchayat of this district adopting procedure of EARAS under technical guidance of Deputy Director (Planning and Statistics) D.P.M.U. This year Govt. has been decided to conduct C.C. Experiments and capturing data through mobile APP.

Agricultural Labour Wages

Under the scheme, data on agriculture labour wages and cost of certain items of farm cultivation are collected in the district. After due scrutiny the report are submitted to Directorate of Economics and Statistics to prepare monthly consolidated report which are submitted to Govt. of India. On the basis of these data, Index Numbers of these Items are prepared from time to time to study the changes.

National Sample Survey (NSS)

The main objective of the scheme is to undertake surveys in collaboration with National Sample Survey Organization, Govt. of India in matching samples. The topic of this survey relate to different parameters of socioeconomic importance. The survey is undertaken in different rounds on continuous basis. The Primary Investigator (NSS) who work under the administrative control of the Deputy Director (Planning and Statistics) District Planning and Monitoring Unit attends to the field work. Different types of analytical studies on specific areas of socio economic importance are undertaken on the basis of the data collected.

Price Statistics

Under the scope of this scheme the data on wholesale price of agricultural and nonagricultural commodities, retail prices of some essential commodities, producer’s prices of some selected items at primary market level, seasonal price of some selected commodities are being collected. The primary Investigator collects price statistics from selected primary markets of the district. These are processed and compiled in the district and then reported to Directorate of Economics and Statistics for use in various economic estimations and studying level of price changes

Census of Employees

The main objective of the scheme is to compile various statistics relating to employees in the public sector through census approach. The data are collected by mailed questionnaires from all Govt. offices, corporations, Local bodies and public sector undertakings

Official Statistics and Publication

Different type of information relating to the Administration and developmental activities are collected, compiled and stored, the data collected are relating to Education, Judiciary, Health, Roads, Sale Tax, Agriculture, Income Tax, Excise, Entertainment Tax, Motor vehicle and Transport, Land Revenue, Forestry, Fisheries, Drinking Water facilities, Rural Electrification etc. The data is collected regularly from various Govt. Deptt. / offices, public sector undertakings and other organizations. These statistics are published in various publications of Directorate of Economics and Statistics, Odisha, Bhubaneswar

Agricultural Census

Govt. of India is conducting this census operation of agriculture once in every five year through the Directorate of Economics and Statistics in Odisha. This work is undertaken by the statistical wing of District Planning and Monitoring Unit under the technical guidance of Directorate of Economics and Statistics,Odisha, Bhubaneswar. The main objective of the survey is to find out number and area of operational holdings by size class and social group along with studying the change agricultural input pattern.

Computer Centre and Library

District Planning and Monitoring Unit (Statistics Wing) has a computer center of its own. The center possesses seven computers. The centre caters to all the computer needs of statistical wing of District Planning and monitoring Unit. The centre has internet and scanning facilities it mainly works as a data processing and preservation centre of DPMU.There is a reference library with books on statistics, Economics, planning, computers and Demography etc. Apart from this various publications of Directorate of Economics and Statistics are kept in the library. The staff and personnel of other department, research scholars and planners use the facilities available in this library.

Economic Census

It is a centrally sponsored scheme and 6th round of this census have been taken up in Jagatsinghpur district. The objective of this scheme is to develop a data base in respect of unorganized and organized economic sectors by census approach. Under the scope of this scheme, information on number of own account enterprises, number of employment creating establishments, number of agricultural enterprises and non-agricultural enterprises, number of seasonal/perennial enterprises. Ownership of enterprises, male and female employment etc. are collected.

Basic Statistics for Local Level Development (BSLLD)

The village index card scheme is being implemented to collect data on various infrastructural and socio economic characteristics of each village. Under the scope of the scheme, information on health, education, irrigation, drinking water facilities, rural electrification, transport and communication are collected.

Rationalization of Minor Irrigation Statistics

This is a Govt. of India sponsored scheme. The objective of the scheme is to collect information on minor irrigation data from various agencies executing M.I. projects of the district and submitted to Director Economics and Statistics. So far 5th M.I. Census are over and steps are being taken by DEandS to publish 5thM.I.Census report.

Adhoc Survey

Under the scope of this scheme sample surveys and studies of socio economic importance are taken up to meet the requirement of Govt. from time to time to bridge up the data gap in various sectors for planning purposes.

Urban Local Body Statistics

Under the scheme various information relating to sanitation and water supply, medical and health, Education, Tax, demands and collections, roads, vehicles, vital statistics etc. from municipalities and NACs are being collected. A publication named “Municipality Statistics Year Book” is being published by the Directorate of Economics and Statistics basing on the data collected by the districts.

Housing Statistics

Under the scheme various information on construction activities viz. cost of building materials and wage of labours engaged in construction activities in public sector are collected from selection centers in the format designed by National Building Organization, Govt. of India and submitted to Directorate of Economics and Statistics.

District Statistical Hand Book

The District Statistical Hand Book is published from statistical wing of DPMU once in every two years. This is a very informative bulletin of state Govt. Which provides all most all basic information relating to the district. Many of information are given with block wise details. The bulletin is also available for needy persons, researchers on payment in our statistical wing at purohitpur.

ASI/ IIP

Under the scheme ASI and IIP, survey is undertaken in different years on continuous basis. The Assistant Statistical Officer of DPMU attends to the field work. Different types of analytical data are collected for preparation of State Income as well as District Income are undertaken on the basis of data collected.
